State Police Detective Unit For Norfolk County Raids Whitman Drug Lab And Seizes Nearly 35 Pounds of Fentanyl And Methamphetamine

Operations by the Massachusetts State Police Detective Unit (SPDU) for Norfolk County resulted in the arrest of a fentanyl and methamphetamine manufacturer and trafficker operating a rudimentary drug laboratory in Whitman. Investigators seized significant quantities of counterfeit Adderall and Xanax pills containing fentanyl and methamphetamine.

A months-long investigation consisting of intelligence gathering, observation, and surveillance resulted in a search warrant pertaining to property linked to ANDREW BILLINGS, 39, of Plymouth. The search warrants were executed on December 21, 2023 for a property on Essex Street in Whitman and for BILLINGS’ SUV. Upon entry to the Whitman property, Troopers immediately encountered large amounts of white powder, thousands of counterfeit prescription pills, a pharmaceutical grade pill press, and related drug paraphernalia. The property was so badly contaminated with strewn drug material, that Troopers evacuated the address, and the MSP Clandestine Laboratory Enforcement Team secured the scene and evidence prior to the property being condemned by the town of Whitman.

ANDREW BILLINGS was immediately located at his workplace in the town of Plymouth and arrested by Troopers from the Plymouth County SPDU. BILLINGS’ vehicle was seized in accordance with the issued warrant, and inside, Troopers located several hundred blue oxycodone pills weighing a total of 145 grams.

In addition to the 145 grams of oxycodone, Troopers at the Whitman property were able to seize; 6 pounds, or 2,725 grams, of counterfeit Adderall pills field tested and presumed to be fentanyl, and 27 pounds, or 12,250 grams, of counterfeit Xanax tablets and loose powder field tested and presumed to be methamphetamine.

ANDREW BILLINGS was booked, photographed, and fingerprinted at the Norwell Barracks. BILLINGS was arraigned at Plymouth District Court on charges of:

1.            Trafficking Fentanyl;

2.            Trafficking Methamphetamine; and

3.            Unlawful Manufacture Of A Class B Drug.

Members of the Norfolk SPDU were assisted by Troopers assigned to the MSP Narcotics Section, Plymouth SPDU, Detectives from both the Plymouth and Whitman Police Departments, The W.E.B. Major Crimes and Drug Task Force, Homeland Security Investigations, and inspectors assigned to the United State Postal Service.
